Following are the general guidelines that clarify the purpose of the certification in a form of general testing questions that are meant to verify the basic functionality of any ad format you certify.
Display Ads:

Is the banner displaying?

Is the banner displayed in the correct position without any misalignment?

Is the banner obstructing site content due to the incorrect z-index?

Is the banner fully functional? (Buttons are working, video is playing, the panel is expanding, etc.)

Is the banner staying in place when zooming the page in and out, and while scrolling?
Video Ads:

Is the video displaying properly?

Are the Skip/Close buttons visible on the ad?

Are all buttons properly functioning? (VAST 3.0, VPAID)

The basic formats include HTML5 Display banners and In-Stream Video.
For each ad format, there are tags for each of the common ad dimensions with Web and In-App versions.
Standard Banner
Standard Banner is the most basic type of ad format (fixed-size, non-responsive) and has the following limitations, based on IAB recommendations:

The maximum size is 200 KB (including the default image).

The ad has a single user interaction (click-through).

Creative cannot contain a video.

Rich Media Banner
Rich Media Banner is a fixed-size ad format that includes the following attributes:

The maximum size is 10 MB (The initial load can be set at 200 KB).

The ad can contain multiple user interactions.

The ad can contain video.
VAST
Basic video ad which, by default, contains one linear asset - MP4. Tag’s XML can be previewed by pasting it into the browser as a URL.

Each advanced ad format is built for specific dimensions and there are test tags for each of the dimensions with Web and In-App versions as applicable. All 1x1 formats, apart from the Interstitial, should be implemented into a standard ad slot on the page (e.g. 300x250, 728x90), not the out-of-page (prestitial) slot.
Adhesion
The Adhesion is an ad format that continually fixes to the bottom of the display on page scroll-through.

Billboard

Expandable Banner
The Expandable Banner is an expandable format that uses a multi-HTML files architecture. It contains both banner and panel markup in separate HTML files:

A default HTML banner.

At least one panel (the expansion HTML file).

Can contain multiple expansion panels that can be set to display anywhere on the page upon expansion.

Immersive Takeover
The Immersive Takeover format consists of a full-width expandable header, with left and right gutters that appear around the page content, as well as a full-page wallpaper skin that appears behind the page content. The header, gutters, and background skin are responsive to different screen sizes. The header height can be configured to resize to different viewport breakpoints.
Responsive gutters are shown if there is enough space to display them to the left and right of the page content. They will not be visible when the ad is viewed on mobile or tablet devices.
The Immersive Takeover can be set as a simple image with a video in the header, or as a full video.

Interstitial
The Interstitial is a full-screen ad format that launches before displaying a publisher's content. It usually launches with an overlay that resizes to the dimensions of the screen, closes after a defined period, and optionally, disables scrolling of the publisher's page.

Page Peel
The Page Peel is an ad format that allows audiences to peel publisher content away and expose a full-screen ad underneath the page's site. An eye-catching peel animation appears as the user clicks on or drags the corner peel to show ad content (with the mouse on desktop or finger on a touch screen).

Parallax Reveal
The Parallax Reveal ad format is a responsive format used to add a static background image, which is revealed when scrolling down the page, in addition to parallax animation, to your ad banner. These banners can be fully responsive with adaptive breakpoints or a static size. They also include tools that can be used to produce a parallax animation in the banner.

Pushdown
The pushdown format is like the Single Expandable format with the addition of pushdown animation on expanding action. It pushes anything that is below it down, revealing more space in the ad for additional creative solutions. There are two versions - Single-panel (SP), and Multi-panel (MP).

Single Expandable Banner
The Single Expandable is an expandable format that uses a single, HTML file architecture. It contains both banner and panel markup contained in one HTML file. The expansion can be automatic, on mouse-hover, or user-initiated and it can be collapsed the same way.

Sticky Scroller
The Sticky Scroller format includes an in-page banner and a “sticky” panel. When scrolling through the page, if the in-page banner goes outside of the viewport, the sticky panel will animate to and stick to the predefined position on the page, defined by custom variables.
